Why custom roles exist
- Approval thresholds apply to the week total per supplier, not to one order
- A manager approves inside their own module and sees every module
- Nobody approves a purchase they raised, at any value
- Handover delays belong to the receiving module, so somebody owns each gap

Enforced per query rather than by hiding controls. A scoped "yes" means the row exists but is limited, which is why some actions need a second person.
