Why restricted funds are locked
A restricted gift is a promise about how money will be used. Spending it elsewhere is not an accounting adjustment, it is a breach of that promise - so the app treats the restriction as binding rather than advisory.
- A restricted gift cannot be posted to another fund
- Moving it requires the donor's written agreement, attached
- Spend is recorded against the fund, not just the budget
- Underspent restricted funds are reported as a risk
- A supporter's contact preference is never overwritten by an import
- No contact means no contact, including for administrative mailings
